Voter Identifcation Requirements

Your voter registration card is just one of several forms of identification which may be produced by voters who are subject to the HAVA identification requirement. Voters will be asked to produce photo identification and need to bring one of the following documents to the polling place:

  • A valid driver’s license or ID card issued by the Dept of Transportation.
  • A valid ID card issued by any other agency of the Commonwealth.
  • A valid ID card issued by the United States Government.
  • A valid United States passport.
  • A valid student identification card.
  • A valid employee identification card.
  • A valid armed forces of the United States identification card.

If none of the above forms of identification are available, voters can also satisfy the ID requirement with valid non-photo identification, which may include:

Non-photo ID or other document issued by the Commonwealth or any of its agencies showing the name and address of the voter.

Non-photo ID or other document issued by the U.S. Government or any of its agencies showing the name and address of the voter.

  • A firearm permit showing the name and address of the voter.
  • A current utility bill showing the name and address of the voter.
  • A current bank statement showing the name and address of the voter.
  • A paycheck showing the name and address of the voter.
  • A government check showing the name and address of the voter.
Important Notice: These new election procedures are being implemented by federal mandate and must be applied non-discriminatorily. For Philadelphia, voters whose signature box in the poll book has the words “ID REQUIRED” or “AFFIRMATION & ID REQUIRED” must produce an acceptable form of identification (and sign an affirmation if applicable). Voters who have an empty box are not required to produce ID. If the words “AFFIRMATION REQUIRED” appear in their signature box no identification is required, but they must complete and sign an affirmation indicating their change of address or that they are still residing at the same residence. If you observe polling place officials disregarding these requirements to the benefit or detriment of yourself or any other voter on Election Day, please call the Committee of Seventy 215-557-3600
