A federal grand jury has indicted former Philadelphia Streets Department Commissioner William M. Johnson and two other individuals on charges of stealing from the Keep Philadelphia Beautiful program and conspiracy to defraud the government.

The others indicted were Assistant City Managing Director David B. Robinson and Mark N. Viggiano, former executive director of Keep Philadelphia Beautiful.

According to the charges, the defendants used $13,000 in program funds to pay for two parties in 2002 - one a farewell party for Johnson.

U.S. Attorney Patrick L. Meehan said Keep Philadelphia Beautiful was a nonprofit organization that fostered recycling and environmental programs under a $197,750 contract with the Streets Department. He said Johnson, Robinson and Viggiano arranged for Keep Philadelphia Beautiful to pay for the parties and later received reimbursement from the city.

"This was money that was supposed to help make Philadelphia a better place to live, not provide entertainment for a city official," said Meehan
