The Committee of Seventy today condemned the passage by the Pennsylvania House of Representatives on July 3, 2007, without hearings or other opportunity for public comment, of a bill that would subvert a City law requiring candidates for City elective office and political committees to file electronic campaign reports with the Philadelphia Board of Ethics
