The Committee of Seventy today called upon the General Assembly to formally begin the long overdue process of making documents more readily available to the public. The first of several bills that would amend Pennsylvania’s Open Records Law, HB 443 (P.N. 813), is scheduled for a vote in today’s meeting of the House Committee on State Government.

On Monday, October 15, 2007, the Pennsylvania Supreme Court heard arguments in the case Nutter v. Dougherty, et al. Gregory Harvey and George Bochetto argued on behalf of Chaka Fattah and John Dougherty, respectively, and Susan Burke and Rich Feder argued on behalf of Michael Nutter and the City of Philadelphia, respectively. The issue before the Court was whether the Commonwealth, in enacting the Pennsylvania Election Code, preempted the City of Philadelphia from enacting campaign finance limits, or more precisely, whether the General Assembly’s silence on the matter of contribution limits precluded Philadelphia from crafting its own campaign finance law. Mr. Nutter and the City had prevailed before the Commonwealth Court on their position that the City had the requisite authority to limit campaign contributions.
